MANCHESTER. Enzo Maresca’s first transfer window at Manchester City is being shaped by more than just the club’s ambitions, with UEFA’s homegrown regulations adding a layer of complexity to an already pivotal summer rebuild.

The Premier League champions have headroom in both their domestic and European squads, but that flexibility could evaporate quickly depending on the direction of their summer business . Under competition rules, clubs must include four players who have come through the club’s academy and four who have come through the English youth system to name a maximum 25 man squad, with no more than 17 players permitted who do not meet homegrown criteria .

As it stands, James Trafford and Rico Lewis count as club trained players alongside Nico O’Reilly and Phil Foden. Antoine Semenyo, Marc Guehi and Marcus Bettinelli qualify as association trained players, with Nathan Ake making up the required quota if he remains at the Etihad . However, the departures of Bernardo Silva and John Stones have opened two spots, though the situation regarding Stones remains complicated .

Crucial Champions League distinction

The regulations become more stringent for European competition. Unlike the Premier League, the Champions League does not exempt Under 21 players who are not homegrown, meaning Vitor Reis, Claudio Echeverri, Sverre Nypan and others would all count towards the 17 non homegrown limit if retained in the first team squad .

City have already navigated similar challenges. In February, they added Semenyo and Guehi to their Champions League squad for the knockout phases but were unable to include Nypan, who returned from a loan spell at Middlesbrough . The Norwegian midfielder, signed for £12.5 million, could not qualify as an Under 21 under UEFA rules as he had not been registered with the club for three years .

Transfer plans take shape

The squad building exercise comes as City close in on a potential British record deal for Nottingham Forest’s Elliot Anderson, with reports suggesting a fee in excess of £130 million could be agreed . The 23 year old would take up one of the association trained slots if Ake stays, and City remain in the market for further additions .

Maresca, who is set to succeed Pep Guardiola, is already working closely with sporting director Hugo Viana on summer recruitment and pre season planning . Their early coordination highlights the structured nature of City Football Group’s succession plan .

The club currently have the capacity to comply with UEFA demands, but will need to navigate the regulations carefully as their transfer business concludes . Failure to do so could result in unpopular decisions to leave players out of European squads , a scenario City are determined to avoid as they prepare for a new era under their Italian head coach.
